Partnership


Together with our partner institutions in Western Balkan governments and with cooperation partners from business, science and civil society, we work on PAR acceleration that permanently improves citizens' living and working conditions.

We in ReSPA are well-positioned to build long-term partnerships with international organisations, European Union, EU Member States' partner institutions, government bodies, universities, think tanks and NGOs around particular topics to encourage and facilitate exchanges and cooperation with them and Western Balkans.

All our partners place their trust in our working group teams to develop, plan and implement concrete ideas and outputs for economic, social and political changes together with them.

Through membership in various networks, we have the opportunity to exchange and promote our knowledge, experience, good practices and lessons learned, which fuels us to be of service to and support those who have entrusted us with their confidence.

Membership and participation in various networks in the public administration field both in the region and globally are essential for our constant development.

Our main partner is the European Union. We cooperate with EC's services, in particular wit DG NEAR, which is the main donor for our programme activities.

DG NEAR

The mission of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) is to take forward the EU's neighbourhood and enlargement policies, as well as coordinating relations with EEA-EFTA countries insofar as Commission policies are concerned. DG NEAR works closely with the European External Action Service and the line DGs in charge of thematic priorities.

OECD

The mission of the Organisation for Economic Co-operation and Development (OECD) is to promote policies that will improve the economic and social wellbeing of people around the world. The OECD provides a forum in which governments can work together to share experiences and seek solutions to common problems. We work with governments to understand what drives economic, social and environmental change. We measure productivity and global flows of trade and investment. We analyse and compare data to predict future trends. We set international standards on a wide range of things, from agriculture and tax to the safety of chemicals.

SIGMA/OECD

SIGMA (Support for Improvement in Governance and Management) is a joint initiative of the OECD and the European Union. Its key objective is to strengthen the foundations for improved public governance, and hence support socio-economic development through building the capacities of the public sector, enhancing horizontal governance and improving the design and implementation of public administration reforms, including proper prioritisation, sequencing and budgeting. We have been working with our partners on strengthening their public governance systems and public administration capacities since 1992.

European University Institute

In December 2023, ReSPA and EUI inked a partnership agreement. Founded in 1972 by the six original members of the then European Communities, the EUI is the leading institute in Europe dedicated to social sciences and humanities. It has earned a reputation as a transnational research and higher learning hub.

French Ministry of Transformation and Public Service

In November 2023, ReSPA and the Ministry of Transformation and Public Service signed a Declaration of Intent. This aimed to strengthen mutual collaboration in the field of public administration and civil service. The Ministry collaborates with concerned ministers to develop and execute the French Government‘s policies for modernising public initiatives and the civil service,

Public Administration Research Centre (KDZ)

ReSPA and KDZ & Austrian Association of Cities and Towns (AACT) signed the Partnership Agreement in May 2018. The KDZ Centre for Public Administration Research is a competence centre and knowledge platform for the public sector, co-founded in 1969 by the City of Vienna and the Austrian Association of Cities and Towns. WE are a nonprofit organisation with its headquarters in Vienna, and we offer applied research, consultancy and training to the public sector. We work with local governments, regions and national governments across Europe.

EIPA

EIPA‘s core mission is to provide a mix of deep insights and practical knowledge about EU policies to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for efficient management of the policies.
EIPA is supported by the EU Member States and the European Commission. It serves officials in national and regional public administrations in Member States, in the European Commission itself, and in other EU institutions. As such, it has developed a vast and strong network across the Member States and various EU institutions, bodies, and agencies.

The Austrian Association of Cities and Towns (AACT)

The Austrian Association of Cities and Towns represents 246 members, including all towns with more than 10,000 inhabitants. The smallest city member accounts for 1,000 inhabitants. More than 50% of the Austrian population lives in urban areas, 44.5% live in cities with 10.000 and more inhabitants. Cities and Towns contribute significantly to the prosperity of regions and their people. They are places of social and cultural diversity and provide innovative strength beyond country borders. Cities and towns provide infrastructure and public transport facilities, assist the business world and create jobs. Moreover, they support art, culture and sports and safeguard a healthy local environment. They grant a high quality of life and basic social care.

Centre of Excellence in Finance (CEF)

ReSPA and Centre of Excellence in Finance signed the Memorandum of Understanding in April 2018. CEF is an international organisation with the mission to support capacity development for finance officials in South-East Europe through learning. We work with our constituency to support their public financial management, tax policy and administration, and central banking reform efforts. We do this through innovative, participatory, and practical learning solutions. The CEF serves as a knowledge hub for the region.

Regional Cooperation Council (RCC)

ReSPA and Regional cooperation Council signed the Memorandum of Understanding in November 2017. The Regional Cooperation Council (RCC) is an all-inclusive, regionally owned and led cooperation framework. This framework engages RCC participants from South-East Europe (SEE), members of the international community and donors on subjects which are important and of interest to the SEE, to promote and advance the European and Euro-Atlantic integration of the region.

Directors of Institutes and Schools of Public Administration (DISPA)

The European School of Administration was set up by the institutions of the European Union in 2005 in order to extend the range of learning and development opportunities available to their staff. We work in close cooperation with the institutions' own training departments who complement our offer by meeting their institution's specific training needs.

Hertie School of Governance

ReSPA and Hertie School of Governance signed the Memorandum of Understanding on mutual cooperation in June 2019. The Hertie School is a private university based in Berlin, accredited by the state and the German Science Council. It prepares exceptional students for leadership positions in government, business and civil society. Interdisciplinary and practice-oriented teaching, first-class research and an extensive international network set the Hertie School apart and position it as an ambassador of good governance, characterised by public debate and engagement.

American Society for Public Administration (ASPA)

ReSPA and ASPA signed the Memorandum of Understanding on mutual cooperation in March 2012. ASPA is the largest and most prominent broadly based professional association in American public administration. It has a diverse membership of approximately 8,000 practitioners, academicians and students. ASPA serves as the principal arena for linking theory and practice within the field of public administration.

Astana Civil Service Hub (ACSH)

ReSPA and Astana Civil Service Hub signed the Memorandum of Understanding on mutual cooperation in November 2018. The proposal for the establishment of a Regional Hub of Civil Service as a multilateral platform to reform the civil services has been inspired by the Agency of Civil Service Affairs of the Republic of Kazakhstan jointly with UNDP in Kazakhstan, based on the following premises: Regional cooperation networks help increase the effectiveness of the civil service systems of its participating countries; and As a structure for cooperation and regional information exchange, the Regional Hub can become a joint virtual work platform for all participants.

Regional Anti-Corruption Initiative (RAI-SEE)

ReSPA and RAI-SEE signed the Memorandum of Understanding in February 2017. Regional Anti-corruption Initiative's mission is to lead regional cooperation to support anti-corruption efforts by providing a common platform for discussions through sharing knowledge and best practices. RAI's motto is: "We look for better anti-corruption solutions together". Regional Anti-Corruption Initiative (RAI) is a regional intergovernmental organisation, which deals solely with anti-corruption issues, covering the nine-member states: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Moldova, Montenegro, North Macedonia, Romania and Serbia.

RACVIAC - Centre for Security Cooperation

ReSPA and RACVIAC signed the Memorandum of Understanding in November 2016. RACVIAC is an international, independent, regionally owned organisation, with the mission to foster dialogue and cooperation on security matters in South-Eastern Europe through a partnership between the countries of the region and their international partners.

University of Nottingham

ReSPA and University of Nottingham signed the Memorandum of Understanding on mutual cooperation in November 2019. The University of Nottingham was founded on the vision and philanthropic spirit of Jesse Boot who, in 1928, donated the land that is now University Park. The vision of a university devoted to the discovery, enterprise and the advancement of the human condition, combined with his lifelong commitment to improving health and wellbeing, remains intrinsic to the culture of the University today and will continue to underpin our future purpose.

IIAS

ReSPA and IIAS signed the Memorandum of Understanding in February 2012. The International Institute of Administrative Sciences (IIAS) is an NGO with scientific purpose established in 1930 whose seat is still in Brussels. The Institute is a worldwide platform providing a space for exchanges that promote knowledge and practices to improve the organisation and operation of Public Administration and to ensure that public agencies will be in a position to better respond to the current and future expectations and needs of society. It provides thus a forum where practical experiences and theoretical analyses of experts (academics and practitioners) in public administration worldwide and from all cultures are presented and discussed.

EGPA

EGPA is a Regional Group of the International Institute of Administrative Sciences whose purpose is to strengthen contacts and exchanges among European specialists in Public Administration, both scholars and practitioners.

IASIA

ReSPA and IASIA signed the Memorandum of Understanding in February 2012. IASIA is an association of organisations and individuals whose activities and interests focus on public administration and management. The activities of its members include education and training of administrators and managers.

NISPAcee

ReSPA and NISPAcee signed the Memorandum of Understanding in July 2015. The Network of Institutes and Schools of Public Administration in Central and Eastern Europe originated from the genuine effort of people and institutions from the region to share the knowledge and skills and unite the effort to cope with present and future challenges in the field. NISPAcee is an arena for East - East collaboration through assisting, mediating and facilitating joint research, educational and training programmes and discussions between instructors, civil servants, trainers, public sector managers and politicians.

EUPAN

The European Public Administration Network (EUPAN) is an informal network of the DGs responsible for public administration in the Member States of the European Union, the European Commission (EC) and observer countries. The main objective of the network is to make cooperation among European public administrations more relevant and focused, with clear deliverables and to find an effective way of selecting topics of interest for a common agenda in line with MS and EU level priorities, while also taking into account current developments and debates.

UNPAN

ReSPA and UNPAN signed the Memorandum of Understanding in October 2014. The Division for Public Administration and Development Management (DPADM) of the United Nations Department of Economic and Social Affairs (DESA) was entrusted by the UN General Assembly in 1999 to develop and implement the United Nations Public Administration Network (UNPAN). UNPAN brings regional and national institutions of public administration together and is the only network of its type in the world today. Its mission is to promote the sharing of knowledge, experiences and best practices throughout the world on sound public policies, effective public administration and efficient civil services through capacity-building and cooperation among the UN Member States.

Shanghai Academy of Social Science (SASS)

ReSPA and Shanghai Academy of Social Science signed the Memorandum of Understanding on mutual cooperation in October 2018, to set up a platform for mutual learning through working visits, joint conferences, and the exchange of data and experiences. The Shanghai Academy of Social Science is China's oldest institution for humanities and social sciences and of the leading country think thanks.

Institute of Public Administration, Republic of Croatia

Institute of Public Administration is a citizens' association founded in 1997 with the purpose of promotion and improvement of public administration in Croatia as well as for creating prerequisites for the development of modern administration coherent to European standards and for contribution to the development of economy and other parts of community life.

Ministry of Public Administration of the Republic of Slovenia

ReSPA and The Ministry of Public Administration of the Republic of Slovenia signed the Memorandum of Understanding on mutual cooperation in May 2017. The Ministry of Public Administration performs tasks relating to the systemic organisation and functioning of the public sector, the public employee system, the wage system in the public sector and administrative management. In cooperation with other line ministries, the Ministry strives to reduce administrative burdens and improve the quality of public administration. The Ministry's responsibilities include systemic regulation of electoral and referendum legislation and ensuring transparency and integrity in the public sector.

National Academy of Public Administration of the Republic of Serbia

The National Academy of Public Administration is the central institution of the system of professional training in the public administration of the Republic of Serbia, with the status of a publicly recognized organizer of non-formal adult education activities.
The Ministry of State Administration and Local Self-Government supervises the work of the National Academy of Public Administration
By implementing training programs, the Academy, with the application of modern forms and methods of work on professional development, improves the competencies of employees in public administration, necessary for quality work. This ensures continuous improvement of the quality of services provided by the public administration to citizens and economic entities.

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ)
German Corporation for International Cooperation

As a service provider in the field of international cooperation for sustainable development and international education work, GIZ is dedicated to shaping a future worth living around the world. GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security.

College of Europe

Italian National School of Administration (SNA)

ReSPA and SNA signed the Memorandum of Understanding in May 2023. Founded in 1957 as an integral part of the Presidency of the Council of Ministers, the National School of Administration (SNA) is the institution responsible for selecting, recruiting and training public officials and executives and constitutes the central point of the Single System of recruitment and training public , set up to improve the efficiency and quality of the Italian Public Administration. The teaching staff of SNA is made up of experts from the academic world, public administration roles and international organisations.
