A project implemented by the Ministry of Public Administration and Local Self-Government in partnership with the United Nations Development Programme in Serbia.
The donors of the project are the Swedish International Development Co-operation Agency and the Department for International Development (UK).
The project budget is 1.85 million EUR.
Project components and outputs
The revised project “Support to the Serbian Public Administration Reform Strategy (second phase)” has been developed with the purpose of supporting the development of an efficient, accountable and citizen-oriented public sector in Serbia.
The project outcome is aligned with the strategic priorities of the Serbian Government as well as the UNDP Country Programme Document and the Country Programme Action Plan. As such, it brings together the Government intention to reform public administration and the UNDP mandate elaborated in the Multiannual Funding Framework and other corporate documents.
The objective of the revised two-year project is to support the creation of an enabling environment, development of management systems and provision of policy advice for ensuring that the Serbian Strategy for Public Administration Reform becomes a living document and is rolled-out efficiently and effectively.
The overall focus of the project is on the delivery of a number of outputs that will jointly attempt to achieve the overall project outcome:
Support to successful PAR Strategy implementation process;
Support for improvement of PA bodies efficiency;
Support for better public understanding of the PAR process.
Component 1: Support to efficient and effective PAR Strategy Implementation
Expected target outputs of the first project component are:
PAR Strategy and Action plan revised in accordance with the actual needs and priorities;
Mechanism for inter-ministerial coordination developed and implementation supported;
Mechanisms for monitoring and evaluation of the PAR Strategy implementation developed and implementation supported.
Component 2: Support for improvement of PA bodies efficiency
The purpose of this project component is to support improvement of the level of efficiency and effectiveness of the work of PA institutions. This support will be based on the following expected outputs:
Functional reviews (FRs) in selected public administration bodies conducted;
Preconditions for introduction of new horizontal functions in pilot ministries provided;
Preconditions for improvement of the processes and procedures for designing the internal organization of PA bodies provided.
Component 3: Support for better public understanding of the PAR process
The purpose of this component is to create conditions for the support to the public administration reform process by informing and educating key target groups.

The activities of this project component are structured in three groups:
The Ministry for Public Administration and Local Self-Government is the focal project partner in the Government. However, other institutions too (such as the Serbian European Integration Office, Office of the Deputy Prime Minister, Ministry of Finance, General Secretariat of the Government, the Republic Secretariat for Legislation, etc.) will also play a certain role in the implementation of the project.
