An EU-funded project managed by the European Agency for Reconstruction

Development of an independent and professional Civil Service in the Republic of Serbia and the need to improve efficiency and transparency in the public sector remains a priority for the Republic of Serbia. The "Technical Assistance for the Preparation and Implementation of Administrative Legislation – Phase 2" project is contributing to this process through its three components:

  • Policy Making (preparation of detailed policy papers and outlining necessary reform steps).
  • Legislation Drafting (drafting amendments to regulations related to Civil Service, State Administration, public agencies, the Ombudsman, internal administrative control, etc.).
  • Implementation (making recommendations aimed at speedy and easier application of the recently enacted Civil Service related statutes and regulations; preparing and executing training programs on the new standards and institutes targeting civil servants in general and/or specific groups thereof).

This EU funded project, with the budget of € 2 million from the EU CARDS Programme is administered by the European Agency for Reconstruction, and implemented by a consortium led by Eurecna – CNA Veneto International Services, Italy, and its partner HELM Corporation, UK. The beneficiaries of the project are: the Government Secretariat for Legislation, the Government Human Resources Management Service, and the Ministry of State Administration and Local Government of the Republic of Serbia.

The Human Resources Management Service (HRMS) has benefited from this Project mainly through the organisation of training sessions for Serbian civil servants and printing of manuals produced by the HRMS. The seminars organised in November include:

“Human Resource Management in the Public Administration”, 28 November 2007

The purpose of the training is to familiarise participants with the modern approach to human resources management in the public administration as well as with the role and scope of responsibilities of managers in human resources management. The target group of the seminar are middle-ranked managers (heads of internal units in the public administration bodies). The trainer is Ms. Dobrila Vujic, PhD, Agency for Education and Consulting in Human Resources Management, Belgrade.

“Training of Trainers in Public Administration, I module”, 15-16 November 2007

The purpose of the training is to improve teaching skills and competences of civil servants. The trainer first presents the learning methods in adults, after which participants are given a chance to practice their presentation skills while being filmed, which enables them to later review the material and identify their weak spots. Later on, the training focuses on evaluating the successfulness of training as well as on training design, with team presentations of training design by participants. Finally, the training deals with group dynamics and facilitation, including organisation of work and division of roles and responsibilities in the training process. The target group are civil servants who conduct training. The trainers are Ms. Dubravka Velat and Ms. Radmila Radic-Dudic, TIM TRI, Citizens’ Initiatives.

“The process of filling a vacancy and human resources selection in the public administration”, 13-14 November 2007

The purpose of the training is to help achieve uniformity in the human resources selection procedure in the public administration and present different possible methods of selection. The target group are primarily civil servants working within the human resources management units in the public administration bodies as well as managers participating in the human resources selection process, i.e. in the selection committees. The trainers are Mr. Slobodan Camilovic, PhD, Faculty of Organisational Science and Ms. Dobrila Vujic, PhD, Agency for Education and Consulting in Human Resources Management, Belgrade.

“Public Performance and Presentation Skills”, 9 November 2007

The purpose of the training is to help increase the quality of public performance and presentation skills of civil servants. The target group are trainers from the public administration bodies as well as other interested civil servants who feel that these skills and competences will help them perform their tasks more successfully. The trainers are Ms. Dubravka Velat and Ms. Radmila Radic-Dudic, TIM TRI, Citizens’ Initiatives.

“Conducting an Evaluation Interview”, 6 November 2007

The purpose of the training is to familiarise the participants with the procedure of conducting an interview between an evaluator and an evaluated civil servant, as one of important elements of the newly-established system of civil servants’ evaluation in the Serbian public administration. The target group consists of civil servants from human resources management units and managers in the public administration bodies. The trainer is Mr. Hans Achim Roll, PhD, international expert for administrative law and public administration organisation.

A number of seminars dealing with the same topics were also organised in October 2007.

The Human Resources Management Service also cooperates with the French Embassy and trainers of the French National School of Administration (ENA). In the framework of this cooperation there are 2 seminars organised in November 2007:

  • “Management in the Public Administration”, module I, 5-7 November 2007
  • “Management in the Public Administration”, module II, 21-23 November 2007
