Public-Administration-Reform-Albania-Emira Mitrushi

The Department of Public Administration is in the phase of drafting a Strategy of Public Administration Reform, in accordance with the Prime Minister’s Order, nr. 134, date 16/08/2007 “On the establishment of the Inter-ministerial  Working Group Responsible for the Preparation, the Drafting and the Pursuing of the Implementation/Execution of the Public Administration Reform Strategy, which is within the framework of the National Strategy for Development and Integration”.

In full support of the Prime Minister’s Order for the establishment of inter-ministerial group, the Minister of Interior, issued the Order nr. 1696, date 05/11/2007,  for the establishment of a Technical Working Group, which will assist the process of drafting the public administration reform strategy and which is composed of civil servants from line ministries that are part of strategy drafting process.

Moreover, to sustain this process a Non-Governmental Advisory Group will be established, provisioned by the Prime Minister’s  Order, nr. 134, date 16/08/2007 “On the establishment of the Inter-ministerial  Working Group Responsible for the Preparation, the Drafting and the Pursuing of the Implementation/Execution of the Public Administration Reform Strategy, which is within the framework of the National Strategy for Development and Integration”. At present DoPA is at the phase of drafting the order for the establishment of the Non-Governmental Advisory Group, composed of representatives from the civil society.

With reference to time schedule, the draft document is foreseen to be finalised at the beginning of 2008. The first draft will be delivered to the line Ministries and stakeholders in order to receive their suggestions and reflect them in the strategy document.  The final draft is foreseen to be approved by Council of Ministers in June 2008.

DoPA will also be assisted in this process by the UNDP, with a local expert of relevant experience in the filed, who will be responsible for drafting the strategy. In addition, Sigma will also assist the above mentioned process, with an international expert in the field.
