ReSPA & French Embassies: Enabling Excellence
This initiative, co-organized by ReSPA and French embassies in the Western Balkans, is a powerful symbol of European cooperation and it reinforces ReSPA’s strategic role in public administration reform and capacity-building – connecting civil servants with the best in global public service education.

Available 2025 Programmes
All programs are in English and include dynamic workshops and peer exchange:

  1. Leadership & Management – Transforming Public Administrations
    22–26 September 2025
    Crafted for those who want to become a leaders of change, to learn and manage digital transitions, ecological transformations, and team dynamics.
  2. Negotiating within and with the EU – European Economic Diplomacy
    29 September – 3 October 2025
    Tailored to sharpen civil servants’ negotiation skills in the complex EU policy-making environment (Not available for North Macedonia)
  3. Risk & Crisis Management at European & International Levels
    1–5 December 2025
    Aimed to empower civil servants on how to make strategic decisions under pressure and lead through crises with confidence.

Who Can Apply?

  • Permanently employed public servants from ministries related to the program topics
  • Excellent English; French is a plus
  • Bachelor’s degree or higher

What’s Covered for Selected Candidates?
- Full registration fees at INSP and round-trip travel to Paris
- Accommodation in a Parisian residence:  Daily allowance and full social security during the stay

Selected participants will be notified by 10 June 2025.

Application Procedure:

1. Application to an INSP Short Program: Each candidate should complete an online pre-registration on the INSP portal (see the dedicated link for each programme).

2. The application has to be submitted to the relevant French Embassy (see contact details below), and must include the following documents:

· The pre-registration summary uploaded on the INSP portal, including the Participant Needs Form and the Letter of Support from the applicant's administration, duly completed, stamped and signed;

· A detailed CV in English;

· A copy of a diploma equivalent to at least a Bachelor degree;

· A copy of a valid passport.

Deadline: 23 May 2025

3. Final selection process: The relevant embassy which will be responsible for the selection. It will directly inform the candidates on results by 10 June. The participation of two candidates per embassy will be supported. NB: participating to INSP short programmes without the support from a French Embassy and ReSPA is possible. In that case, all the costs have to be supported by the candidate (or his administration).

4. Completion of application for selection candidates: The selected candidates will be directly contacted by the relevant embassy and ReSPA to complete the necessary logistical procedures.
