Public Administration Reform Partner
As a trusted regional partner for public administration reform across the Western Balkans, Armenia, Moldova, and Ukraine, we deliver practical and sustainable solutions that support the design and implementation of effective public administration reform agendas and accelerate EU accession negotiations. Also, we support administrations in strengthening transparent, accountable, and results-oriented management of public finances by improving budgeting, public investment, procurement, and internal financial control systems, in line with EU and SIGMA standards. Through high-level policy dialogue, networking at the regional and EU-level, targeted capacity development, and applied policy analysis, we help administrations navigate complex and evolving reform challenges.
Building on extensive institutional experience and close collaboration with regional and EU MSs ' schools of public administration, EU institutions, and experts, we co-design and co-deliver workshops, conferences, seasonal schools, mobility and job-shadowing schemes, study visits, peer-to-peer learning, on-demand support, eGovernment pilots, and horizontal instruments. Through these activities, we empower civil servants with the knowledge, tools, and peer professional networks needed to deliver efficient, transparent, and citizen-centred public services. Our work strengthens quality management, organisational performance, and governance models at both individual and institutional levels.
We also produce policy papers, analytical studies, and evidence-based recommendations at regional and single administration levels, supporting informed decision-making and reform prioritisation.
Through the Regional Quality Management Centre, we further assist governments in improving management practices, simplifying processes, and delivering high-quality public services.
To date, more than 15,000 public servants have strengthened their capacities through ReSPA activities, with institutions across the region implementing our recommendations - turning learning into tangible reform results.
