On-site Training and Workshop Mechanism


for ReSPA Members, Beneficiaries and Participants

ReSPA, as a leading intergovernmental organisation in the Western Balkans, is dedicated to supporting PAR and strengthening public administration's capacity to respond effectively to the needs of citizens and businesses by advancing enhanced regional cooperation, the professionalisation of the civil service, and continuous improvement in public service quality.
The On-site Trainings and Workshops Mechanism complements ReSPA’s existing portfolio of support instruments, including the On-demand Support Mechanism, by delivering practical, hands-on capacity-building directly at the premises of beneficiary administrations or within their regions.

This instrument is designed to translate policy priorities into practice. Through targeted trainings and workshops, it supports the implementation of the EU accession agenda, Public Administration Reform (PAR), Public Financial Management (PFM), and related reform areas. At the same time, it encourages peer-to-peer learning, regional cooperation, and the exchange of experience and best practices among administrations.

The On-site Trainings and Workshops Mechanism aims to:

  • Address specific capacity-building needs of public institutions in ReSPA Members, Beneficiary and Participating administrations;
  • Support the practical implementation of PAR, PFM and interrelated reform efforts;
  • Facilitate regional cooperation and knowledge transfer through shared learning formats;
  • Provide a structured, hands-on learning experience, delivered in person or remotely, and tailored to the operational environment of the beneficiary institution.

The instrument is open to administrations from:

  • ReSPA Members: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia
  • ReSPA Beneficiary: Kosovo*
  • Participating administrations from the Eastern Neighbourhood: Armenia, Moldova, Ukraine, and, prospectively, Georgia

Eligible applicants are public institutions that:

  • Clearly identify a capacity-building need that can be addressed through an on-site training or workshop.
  • Operate in policy areas covered by the ReSPA Strategy and the Annual Programme of Work.
  • Are able to provide the necessary facilities and logistical arrangements for the delivery of the training or workshop.

Applications must be submitted using the official Application Form, in line with the rules and steps described in the Methodology.
