Programme Methodology: Four Pillars of Support and Facilitators


The programme’s blended methodology integrates adult learning theories with real-world public sector experiences:

  1. Facilitated technical support: Customized guidance and mentoring provided by experienced practitioners and subject-matter experts.
  2. Peer-Led and Peer-Supported Learning: Opportunities for cross-administration peer exchanges and communities of practice.
  3. Expert Masterclasses: Exclusive access to high-level insights from leading European and international practitioners and academics.
  4. Problem-Centred Learning and Study Visits: Experiential learning through real-life case analysis, simulations, and study visits to relevant Irish and regional institutions.

 

The Institute of Public Administration (IPA), together with experts from the Irish Civil and Public Service, will lead the facilitation of the Programme, ensuring a distinctive, high-quality learning experience grounded in Ireland’s internationally acclaimed public governance model. This approach blends practical expertise with visionary thought leadership, creating a dynamic and relevant environment tailored to the evolving needs of public administrations in the Western Balkans and Eastern Partnership regions.

A series of masterclasses will showcase senior Irish civil servants, leading practitioners, and selected European experts, all bringing deep knowledge and hands-on experience in strategic foresight, policy innovation, digital public services, and institutional reform. These sessions aim not only to inform but also to inspire, offering participants access to cutting-edge ideas and practical, actionable insights.

ReSPA will provide essential support in facilitation and logistics, especially during regional activities, ensuring smooth coordination, tailored adaptation to local contexts, and strong engagement with participating administrations. Together, IPA and ReSPA will deliver a facilitation model that is both expert-driven and participant-centred, fostering a rich, collaborative learning journey throughout all phases of the Programme.
