The ReSPA Regional Quality Management Centre (RQMC) has been a key driver in supporting the implementation and development of the Common Assessment Framework (CAF) and public administration reforms across the Western Balkans region. The CAF, as a European tool for improving public sector quality management, provides a structured approach to self-assessment and continuous improvement. ReSPA plays a pivotal role in promoting the use of CAF, providing training, guidance, and support to public administration institutions in the region.
In line with these efforts, ReSPA is organising an in-person meeting for the ReSPA RQMC PEF Network meeting in Belgrade, which will serve as a platform for knowledge exchange, capacity building, and discussion on the further implementation of CAF and PEF (CER) procedures. The event will also celebrate the achievements of institutions that have successfully completed the PEF procedures in three institutions from Serbia.
Key Objectives of the Event:
Exchange of Experiences: The event will bring together active EFAs and CAF users to share their experiences, lessons learned and best practices from implementing PEF procedures. This will foster peer learning and strengthen collaboration across the region. Furthermore, the important component of the event will be the presentation of the new CER and CAF Study.
ReSPA Knowledge Management Platform and digitalisation of CAF: Participants will have an opportunity to give their feedback and suggestions on how to utilize ReSPA KMP and how to digitalise CAF tools (CAF online questionnaire and CAF Action Plan monitoring tool). These tools will enhance the capacity of institutions to implement and monitor this quality management tool.
CAF Certification Ceremony: The event will conclude with the presentation of CAF certificates to three institutions from Serbia. This ceremony will recognise the successful implementation of PEF procedures within these institutions and highlight their commitment to improving public sector quality management.
The meeting will be a highly interactive and collaborative event, allowing participants to engage in discussions, share valuable experiences and explore ways to enhance the impact of QM in the Western Balkans region. It will also set the stage for future cooperation between ReSPA, EIPA, KDZ and other regional and international stakeholders involved in public administration reforms.
