ReSPA is organizing the Workshop on Effective Learning & Development, on 15–16 April 2026 in Podgorica, Montenegro.

The workshop aims to strengthen the capacities of training managers working in public administration training institutions across the Western Balkans by enhancing their knowledge and skills in designing, implementing, and evaluating effective learning and development programmes. In the context of rapidly evolving learning environments, training institutions face increasing demands to modernize their approaches, integrate digital tools, and ensure that training programmes respond to both organisational and learner needs.

This interactive two-day workshop will focus on key aspects of modern learning and development, including adult learning principles, training needs analysis, curriculum design, use of digital and AI tools in training, consulting skills, and evaluation of training effectiveness. The programme will be delivered in cooperation with experts from the Belgian Federal Public Service for Public Administration (BOSA), who will share practical experience and good practices in developing innovative, learner-centred training programmes.

The workshop is intended for training managers and representatives of public sector training institutions from the Western Balkans and the Eastern Neighbourhood.
