The 65th session of the ReSPA Governing Board at Senior Official Level focused on key programmatic and financial matters, as well as preparations for high-level events that will mark a milestone in ReSPA’s regional and EU cooperation.

The GB Members agreed on the upcoming 17th Governing Board at Ministerial Level to take place in Rome, as part of the Closing Conference of the Capacity and Mobility Programme—a flagship initiative developed with Italian partner institutions. This event is expected to serve as a unique diplomatic and professional bridge between Western Balkan and Italian Ministers, reinforcing the strategic partnership in the domain of public governance and reform.

Members unanimously adopted the Independent Auditor’s Report for 2024, officially approving the Financial Statements and discharging the Director of management responsibilities for the previous year. The Expenditure Verification Report was also adopted, demonstrating ReSPA’s commitment to transparency and sound financial stewardship.

The Board endorsed the Report on ReSPA Operations and Programme Implementation for the period March–June 2025, and welcomed early insights into the forthcoming European Commission Grant Contract (2026–2028). Members expressed appreciation for the EU’s continued support and strategic alignment with ReSPA’s long-term vision.

The Governing Board approved the launch of a recruitment process for a new Programme Manager, with the current contract expiring in October 2025. This move ensures continuity and institutional stability. The Board also took note of the ongoing accession process of Kosovo* to ReSPA, reiterating the commitment to inclusive and cooperative regional engagement.

The next session—the 66th Governing Board at Senior Official Level—is scheduled for October 2025, when members will review further strategic initiatives and programme developments.

ReSPA continues to act as a vital engine of public administration reform in the region, connecting institutions, sharing knowledge, and driving forward a vision of modern, citizen-centred governance.
