Peer Exchange Between the General Secretariats of North Macedonia and Montenegro

ReSPA hosted a Mobility Visit between the General Secretariat of the Government of the Republic of North Macedonia and the General Secretariat of the Government of Montenegro on 3–4 July 2025. This peer exchange provided an invaluable platform for discussion, learning, and collaboration on key topics crucial for the development of both governments' strategic planning processes.

The visit focused on a variety of significant themes, including:
🔹 Legal and methodological frameworks for strategic planning
🔹 Civil Servants’ Programme for Strategic Planning and the establishment of a Network of Civil Servants, with plans for future coordination and inter-institutional cooperation
🔹 Alignment of strategic frameworks, harmonisation with EU integration goals, and the achievement of SDGs
🔹 Planning for Mid-term and Annual Government Working Programmes

We would like to extend our sincere thanks to both General Secretariats for their exceptional collaboration. Katerina Krsteska emphasized the importance of the visit, stating: “We find the successfully conducted visit of significant importance, especially at the critical moment of drafting methodologies for strategic planning. The visit provided an opportunity for direct communication, networking, and discussions on strengths, weaknesses, and challenges for improvement. It has offered useful insights into specific topics such as capacity building, digital tools, as well as transparency and accountability aspects."

Additionally, the delegation had the honor of exchanging ideas with ReSPA Director Maja Handjiska Trendafilova and Programme team members Jelena Mrdak and Boris Ristović, further enriching the collaborative experience.

This successful visit underscores ReSPA’s commitment to fostering stronger regional cooperation and capacity-building across the Western Balkans. We look forward to supporting further initiatives that drive effective governance and strategic alignment in the region.
