Driving Public Service Excellence: The Ministry of Public Administration of North Macedonia Embarks on the CAF Journey

The Ministry of Public Administration of North Macedonia has officially initiated the implementation of the Common Assessment Framework (CAF), marking a significant step towards fostering continuous improvement and achieving organisational excellence.

Minister Goran Minchev emphasised the importance of internal transformation: "Reforms and improvements originate from within and require our shared commitment,"  and concluded: "Let us be an example for the entire public sector and demonstrate that quality is a way of life."

Director Handjiska Trendafilova highlighted CAF’s critical role in strengthening public administration: "Your involvement is vital to building a public administration that strives for excellence and fosters citizen trust."

Key contributions during the workshop included Mr. Martin Todevski, who presented the CAF model and its practical application. Mr. Slaven Bukarica from the ReSPA Regional Quality Management Centre provided an overview of the Centre’s work, with special focus on the ongoing support offered to North Macedonia, and introduced the CAF online assessment tool that will be used during the upcoming self-assessment phase.

Given the Ministry’s vital role in promoting quality management across North Macedonia, members of the Self-Assessment Group were actively engaged. Gordana Gapikj Dimitrovska, with prior experience in CAF implementation, shared valuable insights. Additionally, Aleksandra Gichevska and Emilija Georgieva Gjoshevski participated actively by presenting two CAF criteria, further reinforcing the Ministry’s leadership in advancing quality management.

The one-day workshop involved exercises aimed at evaluating strengths, identifying areas for improvement, and developing actionable plans. This initiative exemplifies the Ministry’s ongoing commitment to innovation, transparency, and the continuous improvement of public services.
