ReSPA Programme Committee Meeting: Driving Regional Cooperation for Stronger Reforms and EU Integration

The ReSPA Programme Committee Meeting gathered senior public administration officials and Governing Board members from ReSPA Members to reflect on strategic achievements and set the course for future cooperation in PAR and EU integration.

Opening the meeting, Director Maja Handjiska-Trendafilova emphasised this year’s meeting as a pivotal moment for the region: “By deepening our cooperation with EU Member States such as France, Italy, and Ireland, we are bringing fresh perspectives and valuable expertise to our administrations. Together, we are shaping the 2026–2028 agenda, refining the instruments of support, and exchanging good practices that align us with broader European trends. Through dialogue, cooperation, and shared ownership, we are not only improving the way our administrations work, but also making a real difference in the lives of our citizens.”

The Meeting highlighted ReSPA’s achievements while looking ahead to new priorities. Genti Xhaxiu, ReSPA Programme Coordinator, presented novelties from the draft EC Action Grant Proposal 2026–2028, outlining new programmatic focus areas and direct support instruments for the region. Programme Managers complemented this with insights into tangible results across each thematic area.

The Committee also discussed refining ReSPA’s support mechanisms—ranging from on-demand expert assistance and horizontal activities to innovative digital tools like the Western Balkans Knowledge Management Platform—ensuring members remain equipped to address pressing reform challenges.

Speaking online from Italy, Francesco Leone, Diplomatic Advisor to the Minister for Public Administration, highlighted Italy’s ongoing efforts in modernising its public administration. They outlined the country’s commitment to digital transformation, strategic HR management, and stronger international cooperation as key drivers of reform.

The session also featured Anna Mitelman, Head of the European School of Administration, who shared perspectives on the role of learning and capacity building for EU civil servants. She underlined how innovative training, knowledge exchange, and cross-border collaboration are shaping a more agile, forward-looking, and resilient European public administration.

Finally, Hélène Martin, Deputy Director for Statutory Frameworks, Territorial Policies and Partnerships within DGAFP, French Ministry of Public Administration, presented novelties from DGAFP and French Ministry of Public Administration.

The presentations provided valuable lessons for the Western Balkans, offering inspiration on how EU practices and experiences can be adapted to the regional context. They also reinforced the importance of cooperation and continuous learning as foundations for stronger, citizen-centred administrations.

Beyond strategic planning, participants actively exchanged regional best practices in PAR and EU integration, while also reflecting on emerging trends in EU member states. This knowledge-sharing reinforced a collective determination to deepen cooperation and strengthen ReSPA’s role as a strategic partner in shaping effective, citizen-oriented public administrations.
