ReSPA with Regional Exchange Fosters Accelerated EU Accession Integration Agenda

Connecting the team from the Directorate for European Integration (DEI) of Bosnia and Herzegovina with the Ministry of European Affairs of Montenegro to explore Montenegro’s EU integration process and the implementation of its National Programme for the Adoption of the Acquis (NPAA), ReSPA enabled meaningful regional exchange and peer learning on Montenegro’s negotiation structure, coordination mechanisms, and practical aspects of aligning national legislation with the EU acquis.

Through interactive sessions and case studies, Montenegrin officials shared their experiences with DEI colleagues on translating European Commission feedback into actionable reforms, structuring the NPAA, and monitoring progress in accession negotiations. Particular attention was devoted to regulatory planning, legislative approximation, and the digital monitoring system for PPCG implementation, offering valuable lessons for regional peers navigating similar reform processes.

By facilitating such exchanges, ReSPA continues to connect public administrations across the Western Balkans, fostering a spirit of regional cooperation, peer learning, and solidarity on the shared path toward EU integration. The study visit highlighted the importance of establishing networks of skilled, informed, and collaborative public servants who are capable of driving forward reforms and ensuring effective alignment with EU standards.
