On-Demand Support to Strengthen EaSI (ESF+) Readiness in Bosnia and Herzegovina

On 23 December 2025, ReSPA successfully concluded a tailor-made, on-demand support provided to the Ministry of Civil Service of Bosnia and Herzegovina, aimed at strengthening institutional capacities for effective participation in EaSI (ESF+) -funded programmes.

Delivered in direct response to an identified national need, this support exemplifies ReSPA’s Direct On-Demand Instrument, designed to provide flexible, demand-driven expertise that translates reform priorities into concrete institutional capacities.

The support achieved tangible and practical outcomes, including:

  • Nine in-person training sessions delivered in nine cities across Bosnia and Herzegovina, ensuring broad institutional outreach and inclusiveness
  • The development of a practical, step-by-step guide on applying for and managing EaSI-funded projects, tailored to the national administrative context

The training programme was designed to ensure direct applicability and focused on:

  • EaSI’s role within ESF+ as the EU’s key instrument for investing in people
  • Participation opportunities for non-EU countries through partnerships
  • Step-by-step guidance on project design, the logical framework approach, budgeting, and application procedures
  • Concrete examples of good practice, alongside common pitfalls to avoid in EU-funded projects

This approach enabled participating institutions to strengthen both strategic understanding and operational readiness, supporting more effective engagement with EU funding instruments.

Beneficiary institutions expressed strong satisfaction with the quality of expertise and the depth of engagement, confirming the added value of tailored, demand-driven support that directly responds to national reform needs and institutional realities.

This assignment forms part of ReSPA’s broader Direct On-Demand Instrument, through which ReSPA has so far delivered tailor-made reform solutions addressing more than 100 country-driven technical assistance and capacity-building needs across the Western Balkans.
