HRMS Serbia Launches the 2nd Cycle of CAF Implementation

The Human Resource Management Service of the Government of the Republic of Serbia (HRMS) officially kicked off the second cycle of the Common Assessment Framework (CAF) today with an online Introductory Workshop for the Self-Assessment Group, marking the first of three structured workshops in this new implementation phase. The cycle is guided by the Ministry of Public Administration and Local Self-Government (MPASLG) and the ReSPA.

Building on the foundations laid during the first cycle, the CAF 2nd cycle places a strong spotlight on deepening the model's application, strengthening a culture of quality, and advancing performance management across public administration. A particular focus is given to analysing achieved results, reviewing implemented measures, and setting new, targeted priorities for improvement.

The introductory workshop brought together 15 members of the CAF Self-Assessment Group from the HRMS, united by a shared commitment to enhance quality management principles further, strengthen their understanding of CAF methodology, roles, and processes, and continue improving the quality and effectiveness of public administration work.

The launch of the second CAF cycle follows the agreement signed between Danilo Rončević, Director of the Human Resource Management Service, and Đorđe Đoković, Acting Assistant Minister at the Ministry of Public Administration and Local Self-Government, reaffirming institutional commitment to continuous improvement. Through this initiative, the HRMS continues to lead by example, encouraging public institutions across Serbia to develop sustainable mechanisms for improving public policies and services for citizens.

This new cycle once again confirms CAF as a key driver of excellence, learning, and performance improvement in Serbian public administration - powered by partnership, expertise, and a shared vision for quality.
