Today in Podgorica, Prime Ministers’ Sherpas from the Western Balkans met with representatives of the European Commission, Germany and regional organisations to review the proposed 2026 Berlin Process deliverables ahead of the upcoming ministerial meetings and Leaders’ Summit.

The discussions focused on progress made at the technical level, the issues still requiring consultation, and the steps needed to turn regional commitments into practical results for citizens and businesses. The proposed deliverables span areas including economic cooperation, mobility, digitalisation and the green transition.

Representing ReSPA, Boris Ristović presented the Regional Public Administration Mobility Programme, a three-year initiative designed to strengthen cooperation and knowledge exchange among civil servants from the Western Balkans, Ukraine, Moldova and Armenia. Its first cohort brings together 32 participants from nine public administrations. Following an introductory session held on 2 September, participants will take part in executive training, a strategic masterclass and mobility exchanges between October and December 2026.

The next steps are to collect Sherpas’ final comments on outstanding deliverables by 24 September, complete the remaining consultations and advance the agreed proposals through the relevant ministerial meetings towards the Berlin Process Leaders’ Summit on 22 October. ReSPA will continue preparations for the first cohort’s training and exchanges, putting the Mobility Programme into practice.
