(Digitalisation and Quality Management)
Digital transformation is a strategic and cross-cutting reform priority across the Western Balkans, Armenia, Moldova, and Ukraine. It is a cornerstone of modern, transparent, and accountable public administration, enabling more efficient, user-centric services and strengthening citizens’ trust in public institutions.
We support governments in advancing digital transformation, administrative simplification, and the implementation of quality management systems, promoting a holistic and coordinated approach to modernising public services. By combining digital technologies with quality assurance models, this thematic area contributes to more accessible, reliable, and resilient public service delivery.
Digital Transition focuses on two interlinked sub-areas: digitalisation of public services and quality management, spanning the following priority themes:
- Digital transformation governance - We strengthen the coordination and leadership of digital transformation by supporting leading institutions and leaders. We address horizontal enablers such as user-centric service design, robust cybersecurity, enabling regulatory and policy frameworks, EU-aligned strategic technology planning, interoperability of public registries, secure and accessible digital identity solutions, and citizen-oriented digital platforms.
- Trust policies and services - We build citizens’ and businesses’ trust in e-services by promoting digital identity, electronic signatures, trust services, digital payments, and secure delivery solutions. We focus on accessibility, reliability, security, and ease of use to ensure inclusive uptake and sustained confidence in digital public services.
- Digital-ready policies - We support the development and continuous review of regulatory frameworks that enable digital transformation. In doing so, we assist administrations in designing strategic technology plans aligned with EU principles, guiding investment decisions, fostering innovation, and ensuring long-term sustainability.
- Data for a knowledge-based economy - We advance the knowledge-based economy by promoting the reuse of open data, strengthening national data portals, and fostering regional and international interoperability. We also support engagement in the Open Government Partnership to enhance transparency, inclusiveness, and collaboration between public administration and civil society.
- Digital skills - We support the design and implementation of comprehensive digital skills development programmes, ensuring public sector professionals acquire the competencies required for the digital era. In crafting a programme of work, we focus on digital literacy, emerging technologies, and their practical application in public administration.
- Innovative public services - We assist administrations in embedding innovation into public policy and service delivery, and advocate for regional frameworks that promote the responsible use of technology, safeguard privacy, and ensure that the needs and rights of vulnerable and marginalised groups are respected.
- Emerging technologies - We support administrations in adapting regulatory frameworks to address ethical considerations, data protection, and privacy related to emerging technologies. Our work includes targeted training programmes, hands-on workshops for public-sector adoption of new tools, and the establishment of innovation labs to test solutions in controlled environments.
- Total Quality Management (TQM) - Through the Regional Quality Management Centre, we promote the systematic use of Total Quality Management tools, including the Common Assessment Framework (CAF), nurturing regional networks of specialists, CAF National Correspondents, and External Feedback Actors. As such, RQMC serves as the regional hub for CAF implementation and the awarding of CAF Excellence Recognition certificates.
We remain committed to accelerating digital transformation by delivering targeted capacity-building, policy guidance, and platforms for regional cooperation, helping governments close implementation gaps, strengthen institutional readiness, and align national digital agendas with EU principles and the Digital Single Market. Our ultimate goal is to support the creation of citizen-centric, efficient, secure, and resilient public administrations that can effectively respond to the complex challenges of today’s interconnected world.
