The Western Balkans High Level Policy Dialogue, jointly organized by the ReSPA and the Italian Ministry for Public Administration, will be held on 18 November 2025 in Rome.

This high-level event marks the culmination of the successful Italy–Western Balkans Capacity Building Programme, which has significantly contributed to strengthening administrative cooperation and fostering sustainable reforms in public administration across the Western Balkans.

The central theme of this year’s edition “Partnership for Reform” – underscores the growing importance of innovation, foresight, and evidence-based policymaking in building capable, responsive, and future-ready administrations.

Building on the long-standing partnership between ReSPA and the Italian public administration, the event will bring together ministers of public administration from the Western Balkans and their Italian counterparts for a strategic policy dialogue and peer exchange. It will serve as a platform for ministers to share reform priorities, achievements, and challenges, reinforcing the view of public administration reform as a cornerstone of democratic governance and a key driver of the EU integration process.

The Dialogue will begin with a closed working meeting among ministers focused on concrete reform initiatives and cooperation opportunities. This will be followed by the Ministerial Conference, which will highlight the strategic value of regional cooperation, knowledge exchange, and political commitment in advancing governance reforms across the region.

The audience of the Ministerial Conference will include participants of the 2025 cycle of the Italy–Western Balkans Capacity Building Programme, offering them a unique opportunity to engage directly with high-level policymakers and contribute to shaping the future of public administration cooperation in the Western Balkans.
