Training on AI and digital competencies in public administration

In line with its Programme of Work for the 2026–2028 period, and as a continuation of ReSPA’s ongoing support to PAR in the area of digital transformation, the ReSPA, in cooperation with the Croatian National School of Public Administration and with expert input from UNESCO, is organising a Regional training and pilot institutional assessment on AI and digital competencies in public administration.

This activity is designed to support public administrations from the Western Balkans and the Eastern Neighbourhood in strengthening institutional capacities for responsible, effective, and reform-oriented use of artificial intelligence, while establishing a shared understanding of AI readiness as a governance and leadership issue, rather than a purely technical one.

The training combines capacity-building sessions with a pilot institutional self-assessment, applying the UNESCO AI Competency Framework as a practical tool for institutional reflection and development. The programme focuses on how AI-related skills, governance arrangements, and organisational readiness can support core PAR objectives, including policy quality, accountability, human resource management, and service delivery.
