Study Tour on “Foresight, Artificial Intelligence and EU Enlargement

ReSPA is organising a capacity-building Study Tour on “Foresight, Artificial Intelligence and EU Enlargement”, from 12 to 13 May 2026 in Athens, Greece, in cooperation with the National Centre of Public Administration and Local Government (EKDDA).

Aligned with ReSPA’s strategic priorities and the growing need to strengthen future-ready governance in the region, this study tour aims to support public administrations in the Western Balkans and Eastern Partnership countries in integrating strategic foresight and artificial intelligence (AI) into policy design and implementation, while reinforcing alignment with EU public administration reform (PAR) principles. The study tour is designed as a practical learning journey, combining expert input, interactive sessions, and study visits to key Greek institutions.

Participants will explore:

  • Strategic foresight tools (horizon scanning, drivers of change, scenarios, back casting)
  • Practical applications of AI in public administration
  • EU enlargement processes and public administration reform fundamentals
  • Lessons from Greece’s institutional development and EU accession experience

A key component of the programme is the “learn → apply” approach, where participants are expected not only to engage during the study tour but also to implement a small pilot initiative in their home institutions after the programme.
