Through the E GOV Pilot initiative, ReSPA supports the development of Digital Covid certificate in Bosnia and Herzegovina

Within the E GOV Pilot initiative, ReSPA organized the Mobility Scheme of the highly-ranked officials from  the Agency for Identification Documents, Registers and Data Exchange of BiH (IDDEEA), and the Ministries of Health and Ministry of Public Administration, Digital Society and Media of Montenegro.

The Ministries of Health and Ministry of Public Administration, Digital Society and Media of Montenegro provided technical  support to colleagues from BiH and provided all relevant information gathered within the process of developing Digital Covid Certificate in Montenegro. To that end, the BiH delegation got acquainted with the organizational system of issuing EU covid certificates in Montenegro, emphasizing technical solutions and integration of Document Signer Certificate (DSC) in the system for signatures.

This three-day event results from ReSPA's positive response to IDDEEA's interest for E GOV Pilot and the regional Mobility scheme as the initial stage of possible pilot project. IDDEEA is responsible for issuing identification documents, administration, and maintenance of servers that contain data of all citizens of BiH. Bosnia and Herzegovina is aiming at developing the Digital COVID Certificate and IDDEEA will present technical options for the further implementation process.

Ministry of Public Administration, Digital Society and Media, and Directorate for Digital Health-Ministry of Health of Montenegro successfully developed Digital COVID Certificate, which the European Union approved in December 2021.

With this Mobility Scheme that might lead to E GOv project,  we have enabled the exchange of experience of successfully developed digital Covid certification in Montenegro to be an inspiration and a great help to IDEEAA representatives for their future work on this important task."

"We would like to thank ReSPA for the support in organizing our delegation's visit to the ministries in Montenegro that were involved in the implementation of Digital Covid certification. Since we are in charge of the Council of Ministers of BiH to prepare our technical solution for Covid certification in BiH (in cooperation with other bodies), and our Agency will be the BiH access point to the EU, it is important to exchange experiences and insight into the realization of this project in Montenegro. Montenegro has implemented one of the best solutions for Digital Covid certification in the region, and we were able to talk to the most important actors in Montenegro about the problems they encountered and solutions in such situations. The most important segment for us was the role of the access point in the country, i.e., the obligations that must be realized (e.g., testing and acceptance of certificates by the EU). Still, we also have important roles of CSCA bodies and the Ministry of Health in the implementation of this project. The Agency in BiH will also cooperate with several institutions from different levels of government in BiH. This exchange of experiences will be helpful for the implementation of this project in BiH, respecting the roles of all competent authorities in BiH"
