Seasonal School in Digital Transformation 2026

09 November - 11 November 2026 Tirana, Albania Summer / Seasonal Schools

As part of ReSPA’s continued support for digital transformation, digital public infrastructure and the development of secure, interoperable and citizen-centred public services, the ReSPA is organising a three-day regional capacity-building programme - ReSPA Seasonal School in Digital Transformation 2026: Trusted Services, European Digital Identity Wallet and eIDAS 2.0

The programme is designed for public officials from the Western Balkans and Eastern Partnership involved in digital government, electronic identification, trust services, interoperability and digital public service delivery.

The revised European electronic identification and trust services framework (eIDAS 2.0) and the introduction of the European Digital Identity Wallet (EUDI Wallet) represent important developments in the European digital ecosystem. These initiatives create new opportunities for public administrations to strengthen digital identity systems, enable secure cross-border transactions and develop trusted digital public services aligned with European standards.

The programme aims to strengthen institutional capacities and practical understanding of the European digital trust framework, supporting administrations in assessing their readiness, identifying implementation priorities and preparing for closer integration with the European digital identity ecosystem.

The three-day programme will combine regulatory and institutional perspectives with practical examples, demonstrations, expert discussions and peer exchange.

Participants will:

  • Explore the European Digital Trust Framework and eIDAS 2.0, including electronic identification, qualified trust services, cross-border recognition and regulatory implications for public administrations;
  • Gain an understanding of the European Digital Identity Wallet ecosystem, its architecture, key actors, trust models and Qualified Electronic Attestations of Attributes (QEAA);
  • Examine interoperability and digital public infrastructure, including the European Interoperability Framework, Once-Only Principle and secure cross-border data exchange;
  • Learn from German, Estonian and Slovenian experiences in digital identity, trust services and preparations for EUDI Wallet implementation;
  • Discuss national implementation roadmaps, institutional responsibilities, legal alignment and technical readiness;
  • Explore the potential establishment of national or regional EUDI Wallet Sandboxes for testing, experimentation, capacity building and preparation for implementation;
  • Examine the role of AI in digital identity, including identity verification, fraud detection, privacy protection and trustworthy AI;
  • Participate in practical exercises to design trusted end-to-end digital public services, integrating electronic identification, trust services, the EUDI Wallet, interoperability and cybersecurity considerations;
  • Identify national priorities and opportunities for regional cooperation and knowledge exchange.

The methodology will be practice-oriented, combining expert presentations, real-life use cases, technical demonstrations, interactive discussions and group exercises.

More information about the programme is available in the Provisional Agenda.

The programme is particularly relevant for representatives of ministries responsible for digital government, national eID and trust service authorities, digital government agencies, interoperability and digital infrastructure institutions, and other public bodies involved in regulatory alignment and implementation of digital identity solutions.

Participants should preferably be directly involved in policy development, institutional coordination, technical implementation or strategic planning related to the programme topics.
