Public administration is changing, and behind that change are people with the vision, courage and creativity to make a real difference. The ReSPA–SIGMA Public Administration Awards celebrate these changemakers, recognising outstanding initiatives that strengthen governance, drive reform and make public services work better for citizens and businesses. Jointly initiated by ReSPA and SIGMA, the Awards have become a platform for showcasing excellence and inspiring progress across the Western Balkans - and now, Ukraine, Moldova and Armenia.

The fourth edition marks a major milestone, bringing together public administration champions and innovators from the Western Balkans, Ukraine, Moldova and Armenia for the first time.

With 67 applications, this year's edition has received the strongest response since the Awards were launched - a powerful reflection of the growing ambition, creativity and commitment to reform across the participating administrations.

The initiatives submitted tell a compelling story of transformation in action. From smarter digital solutions and simpler administrative procedures to more transparent, accountable and inclusive institutions, they demonstrate how fresh ideas and bold approaches can improve public services and deliver tangible benefits for citizens and businesses.

Following a rigorous evaluation by an independent panel of experts, each initiative was assessed against the competition's established criteria. The most outstanding initiatives have been selected for the Awards and Special Recognition, with the winners set to be revealed at the Ceremony.

More than a celebration of achievement, the ReSPA–SIGMA Public Administration Awards are a reminder that meaningful reform starts with people, and that sharing their successes can inspire lasting change across the region and beyond.
