Re: Shaping the 2027 PFM Programme: ReSPA PFM Thematic Working Group Meeting

25 November - 26 November 2026 Zagreb,Croatia Thematic Workshops

ReSPA will convene its PFM Thematic Working Group on 25–26 November 2026 at the European Parliament Liaison Office in Croatia, Zagreb, to review the results of the 2026 Public Financial Management Programme and agree on priorities for 2027. The meeting brings together representatives of ReSPA Members and Beneficiaries from the Western Balkans, Moldova, Ukraine and Armenia.

In 2026, ReSPA delivered the “Smart PFM 4 Strong Governance” series of regional workshops on internal control (Ljubljana), public procurement (Skopje) and public investment management (Zagreb). The Working Group will look at what these events achieved and which formats worked best for the administrations.

The meeting is designed to be interactive and participant-driven. In moderated sessions, administrations will set out their PFM reform priorities and the commitments behind them under the EU accession process, the Growth Plan Reform Agendas and the Ukraine Facility. They will then discuss needs in the three core areas: public procurement, internal control and audit, and public investment management. Emerging topics such as digitalisation and AI in PFM, green and gender-responsive budgeting, and the management of EU funds will also be explored.

Participants will rank the proposed activities and design the most promising ones together. The result will be a draft 2027 PFM Programme shaped by the administrations themselves.
