CAF External Feedback Procedure (PEF)


The CAF External Feedback Evaluation Procedure (PEF) leads to awarding the "CAF Effective User" Certificate to interested institutions and organisations in Western Balkans public administration institutions.

The Procedure for External Feedback (PEF) starts upon the request of the institutions that have been implementing CAF for more than a year. It provides external feedback on the level of CAF implementation and aims to support CAF users in their journey towards Excellence. This feedback relates not only to the self-assessment process but also to the way forward chosen by organisations to attain Excellence in the long run.

The PEF relies on three pillars: self-assessment, the process of improvement actions and the TQM maturity of the organisation (the broader scope of Excellence).

The RQMC engages CAF External Feedback Actors (EFACs) to conduct external evaluations that assess the quality of CAF implementation in Western Balkans institutions, leading to the awarding of the CAF Certificate. Certified EFACs are members of the regional PEF network.
